What is the Police Consultant Program?

A school police consultant, who is a police officer with the local police department, is assigned to each school. The police consultant’s duties include counseling students who have violated the law and conducting classroom lectures on law, good citizenship, safety, and drugs and alcohol. The police consultant also is available to talk with parents of students who have experienced difficulty with the law. In addition, the police consultant handles police matters which occur at the school. Students who experience thefts, vandalism or related problems at the school should notify the police consultant.

High School District 211 began the police consultant program in 1969. The program was instituted by the Board of Education in cooperation with local law enforcement and village agencies to fulfill the following needs:

  • Maintain a more personal relationship between law enforcement agents and high school students;
  • Assist school administrators and staff in maintaining a safe and secure learning environment and protect students, staff, and the school from law violations;
  • Serve as a liason between the school and local law enforcement and emergency response agencies;
  • Deal effectively with juvenile offenses;
  • Improve the relationship between law enforcement agents and teenagers;
  • Help prepare educational programs concerning social problems in which law violations are involved.

Students, parents and staff members are encouraged to take advantage of the services offered by the school police consultant. The police consultant serves students and staff members in a variety of ways:

  • Serves as a counselor for students involved in law violations;
  • Is available for classroom lectures and discussions on law, law enforcement, safety and good citizenship;
  • Serves as a resource for drug and alcohol issues;
  • Is available to work with parents on student runaway problems;
  • Helps the school administration solve theft problems;
  • Assists with truancy issues;
  • Represents the school in court action involving students;
  • Supervises school parking lots;
  • Serves as a crowd and vehicle control officer at special school events;
  • Refers school discipline matters to the school administration.

Greg Guimon
Greg Guimon
is the police consultant at Palatine High School and is a member of the Palatine Police Department. He earned a bachelor’s degree in law enforcement and justice administration with a minor in psychology from Western Illinois University. Officer Guimon attended Police Training Institute, University of Illinois at Champaign/Urbana.

Derek Bahn
Derek Bahn is the police consultant at William Fremd High School. He obtained his bachelor’s degree from the University of Illinois at Champaign/Urbana and spent 16 years with the Palatine Police Department, six of those as a juvenile officer.  Officer Bahn was previously employed as a juvenile probation officer in Elgin, and is a Hoffman Estates High School graduate.

Dan Donohue
Dan Donohue
is the police consultant at Conant High School and is a member of the Hoffman Estates Police Department. He earned a bachelor’s degree from Indiana University, and an associates degree from Harper College. Officer Donohue’s background includes K9 and homicide experience, and attended the Chicago Police Academy.

Kevin Chandler
Kevin Chandler
is the police consultant at Schaumburg High School and has been a Schaumburg police officer since 2005. He is a member of the Dept.’s Crisis Intervention Team with training in crisis negotiation, critical incident response, communicating with youth and families, and is a Juvenile Detective in the Investigations Division.

Linnel Allen
Linnel Allen
is the police consultant at Hoffman Estates High School and has been a member of the Hoffman Estates Police Department since 1997. She has completed over 300 hours of training from North East Multi-Regional Training, Inc. and is trained as an Air Traffic Controller, E-5 with the U.S. Navy.

Victor Lopez
Victor Lopez
is the police consultant at District 211 Academy-North. He graduated from Western Illinois University with a criminal justice/business management degree. He has been a juvenile officer/SRO and is a certified gang specialist. He has been with the Palatine Police Department for 16 years.
