What is the Police Consultant Program?

A school police consultant, who is a police officer with the local police department, is assigned to each school. The police consultant’s duties include counseling students who have violated the law and conducting classroom lectures on law, good citizenship, safety, and drugs and alcohol. The police consultant also is available to talk with parents of students who have experienced difficulty with the law. In addition, the police consultant handles police matters which occur at the school. Students who experience thefts, vandalism or related problems at the school should notify the police consultant.

High School District 211 began the police consultant program in 1969. The program was instituted by the Board of Education in cooperation with local law enforcement and village agencies to fulfill the following needs:

Maintain a more personal relationship between law enforcement agents and high school students;
Assist school administrators and staff in maintaining a safe and secure learning environment and protect students, staff, and the school from law violations;
Serve as a liason between the school and local law enforcement and emergency response agencies;
Deal effectively with juvenile offenses;
Improve the relationship between law enforcement agents and teenagers;
Help prepare educational programs concerning social problems in which law violations are involved.

Students, parents and staff members are encouraged to take advantage of the services offered by the school police consultant. The police consultant serves students and staff members in a variety of ways:

Serves as a counselor for students involved in law violations;
Is available for classroom lectures and discussions on law, law enforcement, safety and good citizenship;
Serves as a resource for drug and alcohol issues;
Is available to work with parents on student runaway problems;
Helps the school administration solve theft problems;
Assists with truancy issues;
Represents the school in court action involving students;
Supervises school parking lots;
Serves as a crowd and vehicle control officer at special school events;
Refers school discipline matters to the school administration.

Palatine High School

Officer Ryan Huber

Officer Ryan Huber has been a member of the Palatine Police Department for over 1.5 years. Prior to working for the Palatine Police Department, Officer Huber worked for the Cook County Sheriff's Office as a Police Officer (2019-2022) and as a Correctional Deputy (2015-2019). He earned his bachelor's degree from Western Illinois University with a major in Law Enforcement and Justice Administration and a minor in Management. Officer Huber currently serves as a Forensic Technician, Drone Pilot, and certified Juvenile Officer for the department. Officer Huber's other certifications and trainings include: School Resource Officer, Advance Roadside Impaired Driver Enforcement, Field Training Officer, Crisis Intervention Training, and CPR/AED/Narcan certification.

Fremd High School

Officer Bradley Kazmiercza

Officer Kazmierczak grew up in Arlington Heights and went to Buffalo Grove High School. He graduated from University of Wisconsin-Platteville with a bachelor’s degree in Criminal Justice. Officer Kazmierczak was hired by the Palatine Police Department in 2017 as a Police Assistant and in 2019 was hired as a Police Officer. He has a wife and 3 kids that keep him busy and also enjoys golfing in his spare time. He is looking forward to working at Fremd as the School Resource Officer and hopes he can be a friendly face for the students and faculty to rely on.

Conant High School

Officer Blake Raffaelli

Officer Raffaelli has been a member of the Hoffman Estates Police Department for over 4.5 years. He grew up in the area and is a graduate of Hoffman Estates High School. Prior to becoming a police officer, Officer Raffaelli worked as a Teaching Assistant for the Building Construction program in District 211 for nearly 12 years. His experience working with students and the community helped develop his passion for building positive relationships and serving others. Officer Raffaelli currently serves as a School Resource Officer, is a FAA certified drone operator, and is a certified Juvenile Law Specialist.

Schaumburg High School

Detective Daniel Flores

Detective Daniel Flores joined the Schaumburg Police Department in 2022. He previously worked as an Officer with the Brookfield Police Department for more than 10 years. He holds a bachelors degree in Physical Education with a minor in Criminal Justice. He is certified as an Evidence Technician and Juvenile Officer and in Crisis Intervention Training, Advance Roadside Impaired Driver Enforcement and CPR/ AED/ Narcan certification.

Hoffman Estates High School

Detective Fernando Ortiz

I, Detective F. Ortiz, have served with the Hoffman Estates Police Department for more than five years, primarily in the Patrol Division. I was born in Milwaukee, Wisconsin. I’m a graduate of the University of Illinois at Chicago with a bachelor’s degree in criminology, Law, and Justice. My law enforcement career began as an Intern and Community Service Officer with the Crystal Lake Police Department.

I am fluent in English and Spanish. I am certified as a Juvenile Officer, School Resource Officer, Crisis Intervention Team (CIT) Officer, and in CPR, AED, and Narcan administration. I additionally serve as a department mentor to newly hired officers, helping guide and develop the next generation of law enforcement professionals. I am a strong advocate for mental health awareness. A major influence on my decision to pursue law enforcement was my high school Resource Officer, Officer Doherty, whose mentorship, compassion and empathy inspired me to be Police Officer.

Matt Cholsta

Officer Matt Chlosta is a Chicago native and first-generation Polish-American who speaks fluent Polish. Prior to joining the police department, he worked in marketing and product management, providing the opportunity to live and work in Europe for a year and a half. He has been a police officer for more than three years.
